Can't Give Flower to Pop

Hello,

When I try giving the flower to Pop, I get the message: "I don't think a flower will cheer Pop up right now". Did anybody else get this message, and if so how do you get around it?

Did u talk to Marichka (east side of town) first before giving pops the blue burglar flower?
