If you get the key to Madison apartment before talking to Penelope for a second time, the dialog option to ask about the key doesn't come up. Can you give me a saved game file right before the 2nd talk with Penelope?

I don't know if it's helpful now, since it's a bit late, but I've got a save right before talking to Penelope for the second time. You still have to find the location of a certain key item which would otherwise break the game if done in the wrong order.
