ID for dumpster girl broken?

Hi. I am at the point where I need to repair the lockpicks. I have talked to the dumpster girl and kicked the muck. All I found was a magazine but no ID card came from it. Am I blind or is something wrong?

I think there are a few mucks.  You need to kick the one in front of Boryokudan HQ.

That is the one I was kicking. It gave the tip about something shiny showing up but nothing happened.
